What happened

details.reason is CAP_REACHED_PAYG_OFF (the cap is reached and pay-as-you-go is off) or PAYG_ESCROW_EMPTY (pay-as-you-go is on but its escrow is empty).

What to do

Turn on pay-as-you-go, top up its escrow, upgrade the tier, or wait for the next period. There is no Retry-After: time alone does not fix this.
